Re-write of the Waterbury Zoning and Subdivision Bylaws

The Town obtained a Municipal Planning Grant and hired the planning consultant, Brandy Saxton of the firm Place Sense in 2017.  With guidance from the Planning Commission and staff, Ms. Saxton prepared a complete initial draft of re-written Unified Development Bylaws that includes all the zoning, subdivision, flood hazard, and sign bylaws.  The current zoning maps have also been revised with input from the Planning Commission, staff, and the responses to a public opinion survey carried out in 2017 as part of the grant funded project.

STATUS OF PROJECT AND NEXT STEPS:

The Planning Commission completed their work on the Municipal Plan that was adopted by the Select Board on December 3, 2018.  The Planning Commission has resumed their work on the initial draft of the Unified Development Bylaws.  The Planning Commission meets on the 2nd and 4th Monday of the month and the meetings are open to the general public.  The agendas and minutes for the meetings are available on this website via the home page.  If you would like to be added to the e-mail distribution list for the Planning Commission agendas please contact Steve Lotspeich by e-mail or phone. 

The Planning Commission will hold at least one informal public meeting to present the draft bylaws and solicit additional public comments later on this year once they have gone through the entire draft document and made additional changes.  Once the Planning Commission finalizes their draft, they will hold at least one warned public hearing.  After they finalize and approve their draft of the bylaws, the document will be forwarded to the Select Board.  Typically the Select Board holds at least one public hearing, makes any further amendments to the draft, and ultimately adopts the regulations.  It is anticipated that this process will take at least until the end of 2019.
