Request for Proposals

The Town of Waterbury is seeking qualified consulting firms to provide comprehensive housing planning and pre-development services for the Woody Avenue Development Project. This work will prepare a 3.5-acre municipally-owned site for future residential development, with particular emphasis on creating affordable housing opportunities for low- and moderate-income households.
Funding is provided through a CDBG-DR Planning Grant in response to the July 2023 flooding disaster (DR-4720-VT). The goal is to deliver a largely shovel-ready site to potential developers experienced in multi-family affordable housing development.

The Town of Waterbury, Vermont is seeking to contract with a qualified consultant or engineering firm with demonstrated experience completing HUD Environmental Assessments for CDBG-DR implementation projects. The selected consultant will be responsible for preparing a complete, HUD-compliant Environmental Assessment that supports project approval and issuance of Authority to Use Grant Funds.

The Town of Waterbury, Vermont is seeking to contract with a qualified arborist to update the town’s Street Tree Inventory to add new streets and a few town properties, and to develop a summary for future planning purposes. Members of the Waterbury Tree Board may be available to assist during the inventory to better understand the process and the results.
